Europe's biometric passports are being created with the guidelines of the International Civil Aviation Organization in mind. Things like - pictures (they're using facial recognition) have to be taken straight faced without any headgear.

They are pushing for facial recognition ability in passports by December. Other facts presented by this article:

• The passports ready in December will be tests by officials and diplomats. Wide distribution isn't expected til late 2005.
  
• The visa-waiver countries do officially have a one year extension on their deadline to have biometric-enabled documents, to now be ready by November 30, 2006.
  
• Facial recognition is still being debated as the proper data to be recorded. Many others are still wanting fingerprinting because it is more practical. The embedded chip will be able to carry either information.
  
• The chip still needs work because it's lifespan is only half that of the passport on which it will be placed.

Royal Palm Middle School is the first school nationwide to install cameras to detect faces of suspected child abductors, sex offenders or missing children, and instantly alert police. If the pilot is successful, the Maricopa County Sheriff's Office hopes to expand the program to all 800 schools in the county.

Apparently his motivation was spawned from 9/11, but in reality there never even was progress made on anything. His bogus company was named Face IT.

Biometric technology doesn't always require the administrator to build a database of users. In many places, it is being used to match people against existing databases, such as terrorists and sex offenders.
In this case, it is a verification that you aren't someone as opposed to are someone.
